India’s Tobacco Exports Surge by 166% in a Decade, Reaching ₹17,192.04 Crore
Recent data presented by the Ministry of Commerce and Industry highlights a significant increase in India’s tobacco exports over the past decade, with quantities rising by 53.10% and values surging by 166.51%. In the 2025-26 fiscal year, exports reached 368.85 million kg, valued at approximately Rs 17,192.04 crore (USD 1,948.98 million). This positions India as the second-largest tobacco producer globally, following China. The government has implemented several measures to protect Flue-Cured Virginia (FCV) tobacco growers, including promoting Good Agricultural Practices (GAP) and enhancing price transparency through an electronic auction platform.
These developments have broader implications for the common citizen and market dynamics. The rise in average prices for FCV tobacco from Rs 134.43 per kg to Rs 251.14 per kg signifies an improvement in farmers’ livelihoods and could potentially stimulate local economies in tobacco-producing regions. However, for consumers, this may lead to higher retail prices for tobacco products. The stringent enforcement measures introduced to combat tax evasion and illicit trade indicate a focus on ensuring compliance among manufacturers, which could affect the market structure by pushing non-compliant entities out of business.
Looking ahead, the government and the RBI appear poised to support sustainable growth in the tobacco sector while also enforcing regulatory frameworks. The introduction of a capacity-based levy under Central Excise and amendments to the GST rules, effective February 2026, are intended to enhance revenue collection and prevent tax evasion. These steps are critical for long-term stability in the market, promoting fair competition and profitability for compliant businesses. The continued emphasis on welfare initiatives for farmers suggests that the government is prioritizing farmer interests alongside regulatory enforcement, aiming for a balanced approach to economic growth in this sector.
