Government Initiates Major Anti-Piracy Crackdown, Blocking Nearly 5,000 Telegram Channels and Over 1,200 Websites

The central government has taken significant strides to fortify the legal and institutional structures addressing online piracy in the film industry. In a recent session of the Lok Sabha, the Minister of State for Information and Broadcasting, Dr. L Murugan, disclosed that a substantial number of URLs—specifically 7,393—have been disabled as part of a concerted effort to mitigate unauthorized dissemination of films. This action primarily targets intermediaries, including over 4,996 Telegram channels, that host pirated content. These measures stem from the amended Cinematography Act of 1952, which incorporates specific provisions aimed at curbing the unauthorized recording and exhibition of films.

The amendment through the Cinematograph (Amendment) Act, 2023, empowers the government to act decisively against intermediaries facilitating film piracy under the purview of the Information Technology Act, 2000. Specifically, Section 79(3)(b) of this Act mandates that intermediaries must promptly remove or disable access to illegal content upon notification from the government. This framework showcases a robust governmental commitment to protecting intellectual property rights and supporting the creative industry, thereby enhancing the overall governance landscape concerning digital content.

In response to piracy complaints, a structured mechanism has been established within the Ministry of Information and Broadcasting to expedite action against infringing content. The ministry not only issues notifications for content takedowns but has also delegated authority to its joint secretary to handle such directives effectively. This institutional approach, combined with a clear legislative mandate, indicates a proactive stance toward intellectual property governance, reinforcing the importance of collaboration between the government and digital intermediaries in enforcing copyright laws.
