India Urges China for Transparency on Upstream Water Projects at WMCC Meeting

The 36th meeting of the Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC), held recently in New Delhi, marked a pivotal moment in the ongoing dialogue between India and China regarding border management and trans-border cooperation. Notably, discussions included boundary delimitation and the sharing of technical details concerning upstream projects on trans-border rivers, with India emphasizing the urgent need for China to provide transparency about the major dam construction on the Yarlung Tsangpo river. This dam is believed to have the potential to significantly affect millions of people downstream, highlighting the environmental and geopolitical stakes involved in these river projects.

During the meeting, the Indian delegation, led by joint secretary Sujit Ghosh, reaffirmed its commitment to maintaining peace and tranquillity along the Line of Actual Control (LAC), a sentiment echoed following the military standoffs that have marred relations between the two nations since April 2020. This meeting continues a diplomatic trend aimed at normalizing ties, following previous high-level talks, including recent meetings between Indian and Chinese foreign ministers. The parties acknowledged the importance of their existing diplomatic frameworks, such as local military commander-level meetings, to mitigate misunderstandings and resolve outstanding issues along the LAC.

In tandem with these border discussions, economic relations between India and China remain complex. Despite the resumed Kailash Mansarovar pilgrimage and the restoration of direct flights, trade relations have been strained. India’s trade deficit with China has reached an unprecedented level of $112 billion, primarily exacerbated by China’s restrictions on exports of critical commodities. New Delhi has expressed concerns over this economic imbalance and called for more equitable access to Chinese markets. These developments underscore the intricate interplay of diplomacy and economic interests that continues to define India-China relations.
