Youth Unemployment Rate Falls to 9.9% in 2025, Down from 10.9% in 2022, Government Reports

According to the latest Periodic Labour Force Survey (PLFS) report for 2025, the Worker Population Ratio (WPR) for youth aged 15-29 years has increased from 38.5% in 2022 to 41.4% in 2025, coinciding with a decline in the estimated unemployment rate from 10.9% to 9.9% during the same period. Labour and Employment Minister Mansukh Mandaviya emphasized that the government prioritizes employment generation and enhancing employability through various schemes. These initiatives include Pradhan Mantri Mudra Yojana (PMMY), the Prime Minister’s Employment Generation Programme (PMEGP), and multiple other employment facilitation programs catering to diverse sectors of the economy.

This positive trend in employment indicators signifies enhanced labor market conditions for the youth, offering hope for individuals seeking job opportunities in a challenging economy. For the common citizen, this means greater access to employment, which can subsequently boost household incomes and consumption. The job market’s improvement directly affects consumers’ confidence and can stimulate economic activity, benefiting various sectors, particularly those reliant on youthful labor, like technology, retail, and services. Additionally, increased participation in government schemes can further alleviate the long-standing issues of joblessness among young adults.

Looking ahead, the government and RBI are likely to sustain their focus on employment generation by optimizing existing schemes and exploring new initiatives, with a special emphasis on the manufacturing sector through the Production Linked Incentive (PLI) schemes. With a substantial financial outlay for job creation aimed at addressing structural unemployment, the outlook for the youth labor market appears cautiously optimistic. Continuous monitoring of employment trends, along with skill enhancement through the Skill India Mission, will be vital. Furthermore, initiatives like the National Career Service portal will play an integral role in educational and vocational alignment with market needs, ensuring a skillful workforce ready to meet future challenges.
