Telangana Tenant Farmers Demand Access to Loan Eligibility Cards to Secure Financial Support

The Tenant Farmers’ Recognition Struggle Committee has urged the Telangana government to implement the 2011 Act to provide Loan and Other Benefits Eligibility Cards to tenant farmers. This initiative aims to enhance access to institutional credit and government schemes designed for agricultural support. A recent report, based on a survey of approximately 1,800 tenant farmers across 57 villages, highlighted the pressing issues these farmers face, including soaring lease rates and limited financial resources. The committee stressed the importance of establishing a uniform eligibility criteria linked to tenant-cultivator cards for effective access to benefits, thereby calling for direct consultations with stakeholders before any legislative changes.

This proposal is critical, especially for the average citizen in rural areas, where agriculture is a primary source of livelihood. As rising lease rates squeeze small tenant farmers, many are driven to seek high-interest private loans, exacerbating financial instability. The inability to compete due to increased production costs will likely lead to a decline in agricultural output, which can have reverberative effects on food supply and prices. For markets, especially those that rely on agricultural produce, this might set the stage for volatility, with potential impacts on inflation and food security.

Looking ahead, if the Telangana government acts on these recommendations, it could pave the way for strengthened support systems for tenant farmers. Implementation of the 2011 Act and subsequent consultations may instigate a framework for better representation and credit inclusion, facilitating more sustainable agricultural practices. However, the challenge remains to balance stakeholder needs while ensuring that legislative changes do not impose counterproductive requirements that could again jeopardize tenant farmers’ livelihoods, as seen with the Crop Cultivators Act 2019 in Andhra Pradesh.
